Agreed - but I've observed that even one or two visits a year from the police makes a difference to the behaviour of the school run brigade at the school next door to us (and there are some truly awful driving/parking skillz in amongst that lot).

So if the police just pop up between 8 to 9 am on a few of the favourite rat runs I think it will have significant effect.
