coolant pipe in sill

how do i get into this pipe?!

i've a feeling that it's the cause of the rattle that i've not managed to track down yet - as i've tightened everything else!! but how do i get in to see this pipe?

on pistonheads someone suggested securing it using expanding foam! now this sounds easy peasy! so i'd like to give it a go for all the money it'll cost but i've no idead how to get into the sill in the first place!?

anyone help?

well i have the skooshy foam stuff - now i just have to find a way of getting into the sill!
