Underreading gauges?

Hey all,

Q for the techncial types:
Under reading gauges - could an undervoltage cause 'normal' VDO gauges to under-read?
The Esprit gauges all under read by about 10% (ECU scan gives 88 deg gauge reas 80 deg) could this be a dodgy dash voltage regulator?
Or is it more likely to be a duff earth/connector?
