The thing is Ed, your's isn't actually running at 55 degrees, it just says it is.

100% an electrical issue.

If the thermostat was stuck wide open, if you sit stationary with the engine running at 2000 RPM for 10 minutes, the engine/coolant will still heat up, because there is no airflow over the radiator. Then the fan should cut in after a while - you need to keep an eye on the gauge while doing this and obviously if it just never rises, don't sit there revving the nuts off it for the next half hour ;-)

55 is pretty low even for wide open stat, so chances are the sensor is gubbed or the wiring is gubbed rather than the cooling system not behaving itself. Happy to diagnose if you want to bring the car over to mine tomorrow afternoon or sometime Sunday - I need to be in and out a couple of times tomorrow, so best give me a shout on the mobile if you're coming over .... I might even have a replacement sensor somewhere, though cannot be sure I'll lay my hands on it :-)
