what's the law in relation to these - i've heard that they need to send you the NIP within 14 days, is that bollox?

If the original NIP (sent to your work) was posted more than 14 days after the alleged offense it is time expired and not valid (i.e. you are in the clear).
If that is the case I suggest you write back to them stating the facts and that it is time expired. You should be able to find a standard letter on:
