I think it is bollocks, it's like a UKIP policy.

1. If you can't read or tell the time you but expect to be excused these failings, you shouldn't be allowed to operate a motor vehicle.
2. All they have actually done is given everyone 10 minutes extra parking, so folk will now get tickets after 11 minutes instead of 1.
3. This will affect the income of councils, who will either cut services or increase costs to compensate.

Some months I pay more in parking tickets than I do in council tax.

England in buy 1 hour get 10 minutes free parking shocker.
