I would laugh if they suddenly changed the rules on private number plates - e.g. you can have anything you want, or that all the funny 1/2/3 digit jobs are outlawed and you're issued an appropriate reg for your vehicle based on date of manufacture. Then his £6m would be 0.06p

I see it more like he's bought something he wants and then declined an offer from someone to buy it from him.
Regardless though, I don't see how it being rendered valueless by a change in legislation could be reason for anyone to "laugh".

That is a bit misleading but I assume it means you can carry out a normal plate transfer
