Communual Cellar Rights??? (NLC)

Our neighbour has recently informed us that she is getting the fire brigade out to serve us with some fine/penalty notice because the communual cellars have item stored in them
6 flat building, old tenemant style. Communual cellar is directly below ground floor flat lounge, same floorplan. 3 flats either side share one on either side.
We also have individual cellars which are located directly under a bedroom and hall area of same ground floor flat.
Individual cellars are surely fire hazards also on that basis, but we can sore whatever we want in them???
I cannot find any information on my rights of useage of the communual cellar regarding storage/use/fire hazard etc from my documents from the purchase.
Does anyone know where i can find this information from??
Our communual celar is clean and only storing decent stuff, bikes, new wood,furniture etc. Not rubbish/waste or anything like that.
I do have a set of Wheels Tyres down there.
