I still go for the 12p on fuel, it has fluctuated more than that naturally over the past few years and nobody has cared, it also means you can't really dodge it and if you do mega miles that produce lots of pollution then you pay for the privilege. If you have a classic car that does a few hundred miles a year you don't.

Totally agree with that, something along those lines would be so much fairer, Its never going to happen though, "Fair Society"....Fallacy!.
