Some sense can be made of it when you read up on the history of what is happening. Basically to make a split between BT and Yahoo was impossible without opening a new accounts for either BT or Yahoo (it's not possible to have the same email address used by two different ISP). So pre migration BT Yahoo customers had to become BT Mail customers and the Yahoo addresses had to be discontinued. Flickr customers then needed to create a new Yahoo account to continue to access FlickR.
BUT if you make a new FlickR account, post migration, with a new BT Yahoo account (ie 'new' to Yahoo who have no record of it) then it behaves as it did before and is linked to your BT ID and paid for as part of the BT broadband package (as before). BT Mail and BT Yahoo seem to be the same thing, just possibly segregated to aid the migration process.
It is possible that this is just a loop-hole in the migration process and maybe BT yahoo will end at some stage, but it does buy some considerable time as BT Yahoo is basically BT Mail's pre-migration customers, and as you say may take a long time to fully migrate.
