If you adopt the zero conscience route, then you're gambling on the cash's provenance. And whether of not authorities know that provenance. Many risks of it not ending well, or as hoped for at least. There could be karma in that.
With a conscience (it may be blood money or stolen or... ) then I'd take it to the police. Just because a criminal misplaced it (one possible scenario) doesn't mean it's automatically now mine. I'd prefer to live with the thought my action could have prevented something than live in haunted ignorance.
But yes, I'd dwell on it if it was validly reclaimed. But even if not, I cannot imagine it not triggering a very long investigation, so it could be a long wait - after all, it's more than just a dropped wallet.

Keep it and start cleaning the money.
Property, used cars, tanning salon, taxi's, or a sandwich shop. all tried and tested methods of cleaning up the cash to get it in the bank.

I would only keep it just so that I could look at it each morning and feel well off, but with no intention of using it. If it was genuine clean lost money, then it could be claimed for through Insurance.
