Reading the article it sounds like a storm in a tea cup ... though no explanation of why the landing aircraft aborted the landing?

They weren't that close in reality, it's just the camera angle that makes it look that way.

A bit more information here, it states the aircraft was about 20 seconds from touch down when the go-around was initiated, however it also claims that the aircraft could have landed safely.

Don't worry, Russian pilot in the air, Argentinian pilot on the ground, they would have managed a collision somehow, so probably better that he overshot.
